The first sentence refers to an activity which will be in progress. This is signaled by the continuous form of the verb. If it were a completed action, the tense would be simple.
She will first make up her mind and then finish school. We know that because of the time expression “by the time” and the perfect form “will have made up” which signals that the action will be complited by a certain time in the future.
